Chapter 4: Achievements of Democracy — notes

The chapter’s 8 parts in the book’s order — the first idea of each and the points Medha Ma’am writes on the board — and the summary at the end. The full lesson and a check question for each part are in the app.

  1. 1. Why evaluate democracy's achievements

You have already studied the basics of democracy, its rules and its organisations.

    • • About 100 countries have democracy today.
    • • Question: Is democracy achieving its goal?
    • • Aim: evaluate achievements of democracy.
    • • This builds a healthy democracy.
  2. 2. Why people's expectations from democracy are high

People expect equal opportunity, liberty and dignity from democracy, and decisions there are taken unanimously, not by one person alone.

    • • Democracy gives equal opportunity, liberty, dignity.
    • • Decisions are unanimous, not individual.
    • • Democracy is not a panacea/magic remedy.
    • • It creates conditions; citizens must use them.
  3. 3. Responsible and constitutional governance

To judge whether democracy is responsible and valid, we ask three questions: do people have the right to elect their representatives, can the elected government meet people's expectations, and does government take good, quick decisions for people's welfare?

    • • 3 questions: right to elect? meets expectations? good quick decisions?
    • • Voting rights used more today; marginalised people vote now.
    • • Non-democratic: quick decisions, but personal prejudice.
    • • Democratic: slower, but transparent, trusted by people.
    • • Conclusion: democracy is responsible and valid governance.
  4. 4. Economic prosperity and development

Since democracy is a good and responsible government, we may expect it to also bring economic prosperity and development.

    • • Development rate (1950-2000):
    • • All democratic: 3.95
    • • All autocratic: 4.42
    • • Poor countries, autocracy: 4.34
    • • Poor countries, democracy: 4.28
    • • Development also depends on population, priorities, global cooperation.
  5. 5. Social imbalance and adjustment

Democracy helps build mutual trust and understanding among the many social imbalances and diversities found in any society, so that citizens can live peacefully.

    • • Democracy builds trust among social diversities.
    • • Reduces caste and communal conflicts in India.
    • • Conflicts arise when demands are ignored/suppressed.
    • • Example: Nepal - Monarch ignored citizens, citizens won.
    • • Only democracy succeeds among social disparities.
  6. 6. Dignity, freedom and dialogue

From the point of view of citizens' dignity and freedom too, democracy is ahead of and superior to every other form of governance.

    • • Democracy gives dignity and freedom of all kinds.
    • • Regular dialogue among people happens in democracy.
    • • Present your point boldly; listen to others patiently.
    • • Your exam: 2-3 times a year.
    • • Democracy's exam: daily, by the people.
  7. 7. How successful is Indian democracy

When we look at Indian democracy's achievements, we get mixed responses: at times we feel disappointed, but hope is still alive, because democracy must pass through slow processes, unlike monarchy or autocracy which move faster but lack common people's…

    • • Mixed feelings: disappointment and hope together.
    • • Democracy's pace is slower than autocracy, but better quality.
    • • Old proverb: people felt no part of governance.
    • • 15th Lok Sabha election, 2009: criminal candidates rejected.
    • • People's vote plays a decisive role; India's credit rises worldwide.
  8. 8. Basic elements for success of Indian democracy

People's expectations and questions about democracy actually show its dynamism and success, because in autocracy people are only forcibly satisfied or simply not interested, while in democracy the work of those in power is evaluated by people every single day.

    • • Education creates awareness; needed for success.
    • • Democracy is not rule by majority alone.
    • • Minority's expectations must also be respected.
    • • Every citizen should get chance to join the majority.
    • • Internal democracy needed in parties and organisations.
    • • Our active participation and faith can fix weaknesses.

Summary

This chapter taught you to evaluate democracy honestly rather than treat it as a magic remedy, starting from the idea that democracy creates hope and conditions, which citizens themselves must use. It then checked democracy as a responsible and constitutional government, finding it slower than autocracy but more transparent and trusted. On economic development, the figures looked disappointing for democracy, but other factors like population and global cooperation matter too, and democracy still has more reliable benefits. The chapter showed democracy reduces social and communal conflict, as seen in India and in the Nepal example, and gives citizens dignity, freedom and daily accountability through constant dialogue. It then traced Indian democracy's own journey, from the 2009 Lok Sabha election onward, showing rising success, while stressing that education, attention to minorities and internal democracy within organisations are needed for democracy to fully succeed.
